- Fixed issue where the markup hierarchy was not logical for business.
- Added new global default called "Enable Customer Accessorial Markup Order".
- When enabled, the new optional markup logic becomes: Tariff > Customer > Carrier > Global.
- The current order when this default is disabled (by default) remains as Tariff > Carrier > Customer > Global
